I've used safety pins to attach them to saddlebags & panniers, after
cutting of the belt.  I keep one with the belt for trips where I rent
a bike.  I stocked up on the little ones a while back  as the velcro
tabs make them easy to attach to small seat wedges.  It would be nice
if the big ones came with the same velcro tabs but I guess you could
always sew those on.
