The derailleur cables down one side are because it was only designed around 
a rear derailleur only setup. The 2nd one on this bike is because there is 
a rear brake hanger connected to the mount for the cable stop adjuster. 
 This shot shows it

It is a pretty awesome solution. Another solution would have been a clamp 
on cable stop http://www.rivbike.com/product-p/ca6.htm which would have 
kept the cables seperate but the braze-on might have been exposed.
