Yes 650B is the way to go if you want fenders or tires larger than 28mm.
I have an RB1, with over 30K miles on it, and I still like riding it.
It was even my initial randonneuring bike, and I still ride it on brevets 
occasionally.
But it is not a bike for all rides, at least not with 700s.
