Mike: there is a guy on the bay named Paddy The Peddler who makes these custom clamps for down tube shifters on bikes that don't have bosses for them. He tack welds the bosses onto a nice, stainless Norma plumbing clamp. It's a nice looking solution that works great. Here's a photo that shows them close up:
