Shawn: You should probably see what size your wife should be riding using Riv's sizing info. With their program you should be able to hit the size within a couple of cm. IME the smaller the rider & bike the more important it is to correctly hit the sizing.
My wife is 5'2" & rides a 47 cm Atlantis with 26 x 1.25" wide tires & 7 cm stem w/Nitto drop bars. She is comfortable & has a small bit of standover clearance but does not feel she would want anything larger.
