I have never really had any issues either buying small items from the USA 
or selling via ebay.paypal. For imports (to Australia where I live) there 
is no tax or duty on bicycle parts as long as the cost is less than 
Au$1000, no matter whether the item is new or used. The only hassles I have 
ever experienced were problems a customer ran in to when I sold a nice Jack 
Taylor SS from a friend's collection. I neglected to mark it 2nd-hand or 
used - or didn't do so explicitly enough - and he was asked to pay extra in 
customs duties in the USA on the basis that it was 'new'. I sent receipts 
and evidence etc but I'm not sure how it was resolved. The only other issue 
is the apparent cost of freight from the USA, It seems remarkably expensive 
once a certain weight/bulk is exceeded. I have for instance received a 
large box from Bike24 in Germany - standard post cost of $20 - that would 
have cost several times that amount from the USA. In fact I have been 
quoted $30 postage from the USA on the smallest items and even $120 on a 
handlebar (both from retail stores)! I have found people in the USA (and 
certainly on this list) friendly and straightforward to deal with. I think 
we all struggle from time to time with the complexities of international 
transactions though - part of the challenge I guess.
