Easiest way in my mind is to measure diameter of each wheel/tire with a tape measure and divide the difference by two* (accounts for above and below the axle) to find out how much height is gained or lost If Franklyn doesn't mind measuring, that would be very interesting. The other issue, even if pedal strike is not exacerbated, is going to be if the Hertes fit in the frame/fork anyway, as there could be clearance issues due to width.
