That's key, I think. If you want to run the bars high, then Riv's fit guidelines are pretty good. If you want to run them level or slightly lower than the saddle, downsizing is an option. I have Riv-recommended 54cm frames and they fit fine--I also have a 52cm Quickbeam (because that's the biggest they made for 650b wheels) and it's very comfortable as well. I run my bars level-to-2cm below, the saddle.
