Bicycle John in Burbank built both my Rambouillet (2X) and my wife's Rivendell once. The staff there always seem to appreciate both bikes but I don't think they offer any lugged steel frames or Riv-like components for sale. I have also have had positive experience and reception at PV Bike in Palos Verdes, the owner here is a friend of ours. He has a Columbine and I believe he still sells Waterford but it is a Specialized concept store. And lastly Helen's in Marina Del Rey has a mechanic that truly drools over our bikes. Helen's is the closest to our home so I have been going here lately.
You should also check out Open Road Bicycles in Pasadena, the store has lots of old and new stuff but the store completely lacks organization, I'm being generous here. To look at tires and tubes you literally have to crawl into a tire and tube cave. If you don't find what you are looking for ask, he could have anything here.
