I believe you need to hold down the button for six seconds or so (while on) to enter the "blinking mode adjustment" interface. Changes are accomplished by subsequent touches of the button.
If I'm wrong, let me know and I will try it on my own lights and let you know. I usually set my rear-facing lights at dot dot dot dot dit mode, and leave them there. In Germany (UK here) one must set them for constant, as blinking is illegal.
