It was not a goof - it was an unintended feature.

Still, these tubes seem interesting.  Could be very nice for winter
riding when I don't want to worry about a flat tire.  Can one assume
the rim strip is sticky on both sides to prevent tube creep and
possible problems with tearing out the valve?
