Rivendell Brand V bar tube. Velcro One-wrap attachment of the D rings to the horizontal brake hoods. I have the Baggins bar tube attached this way to moustache bars, and it works very well. The Baggins is no longer made, but the Brand V one looks great and has to be a very good deal:
