If you go to the Park Tools website at this link http://www.parktool.com/blog/repair-help/torque-specifications-and-concepts <http://www.parktool.com/blog/repair-help/torque-specifications-and-concepts>there is a table of torque specifications. It doesn't specifically address Nitto stems, but it can be a useful guideline.
Here's another that does not address Nitto, but it does list forged stems: http://www.bike-manual.com/brands/bontrager/om/BT/torque_specifications.htm Then there's this old one from the rec.tech.bicycles faq, http://www.faqs.org/faqs/bicycles-faq/part2/section-31.html which is probably the oldest. I've used it since the mid-'80s, so I'd figure it applies. I have certainly used it on Cinelli and Tech Deluxe stems, so it does not get you into trouble. Have you checked on the Nitto website? I don't go with the philosophy that I'm such a good mechanic that I can just feel it. I know from experience that in recent years I cannot, and some irreplaceble bolts on expensive parts have been wrecked. It puts a crimp in your riding schedule. I'd much rather just get the bike put together reliably - so it won't loosen and it won't break. Correct torque specs are intended to get you into that ballpark.
