At GB lb 110 for each pair of plus fours -- that's $183/pr is dollars.

You can get something as useful if not as elegant by simply cutting a
nice pair of wool trousers -- not flannel; good twill, say-- off,
hemming it and installing velcro straps. Or, a tailor can taper and
put a band with buttons at the hem.

As for the elastic: that's what I did with my Swobo knickers to make
them into plus fours: insert sturdy elastic into  wide hem. But wool
will give you that Tintin look as stiff cotton won't.
