I talked to Riv on the phone asking about the tool wrap and I asked
what that thing was.  They confirmed it is a headtube cap.  There were
no specifics about the rest of the bike to fit that headtube cap.  I
didn't push.  I confessed that I keep looking for tandem clues and the
nice Riv-guy on the other end of the phone laughed and said "keep
looking".  Haha.

So the ideas above seem pretty plausible.
