You'd bet a dollar it was plastic: like a heavy high quality plastic. They stand up to vigorous winking (the long distance challenge that my son came up with is a high leverage endeavor). I think tiddly winking is good for hand strength and coordination, and there are never too many games you can play with your kids that aren't a video game.
