I use a Hobo bag also and find that because it is mounted close to the
steer tube it doesn't affect handling to any noticeable degree. Adding
some extra attachments (old toe straps, hemp twine, elastic cord )
through the D rings and around the brake hoods makes the bag is very
stable. I mounted my heavy tools, spare tube etc. in a homemade canvas
tool roll and keep it under the saddle so its always there. The front
bag gets used for wet weather gear, food, extra clothing......mostly
lighter stuff. As Grant has written before it also works to keep your
finger tips warm because the higher mounting position blocks the
wind.
