Maybe we're talking about the threaded eyelets on the fork tips. My Sam has the ones under the fork tips. Some bikes have two pairs of eyelets on the fork tips, one pair below the tips and one pair above the tips. The Pletscher rack is easier to mount on to the set on top of the fork tips.
