If the jockey wheel is hitting the cog it's too close. Shortening the chain is IMO the main way of rotating the cage so the jockey wheel position os farther from the cog. Then you have to see if operation over the rest of the range is acceptable. If it's not, you might need a different dérailleur.
A B screw adjustment might help.
