I had the exact same issue with my touring bike (Independent Fabrication) and went through several drop bar and stem changes to try to make it work. I was using Noodle bars and a Nitto Dirt Drop stem and was not happy with the reach or the handling with a front load. Last year I switched to the Choco bar and 11cm Nitto faceplate stem. Unbelievable improvement in comfort and handling. The longer stem really improves control over the front end. Even when fully loaded handling is now smooth and effortless..
I suggested it to a friend who was having a similar problem (Velo Orange) and he picked up a Moustache bar and 12cm stem and had the same result. We've done several tours together since and we both think it's one of the best things we've ever incorporated into our bikes.
I added brake interrupters along with standard levers to my bars and Redshirt Sports Cruise Control grips installed backwards to give a more comfortable hand position forward.
