My touring bike that I keep in Europe has been running 37-38mm width tyres 
on Mavic MA2 13mm internal width rims for many years. I've ridden that 
setup across both the Alps and Pyrenees without any problem. And I believe 
that very early MTB rims in the 1980s were made by cutting down the same 
MA2 rims, and they had even wider tyres fitted.
