You really have to know yourself Adrian, as in what stem and bars at what 
length/height you will be riding it with. Basically, figure what spec 
numbers matter most to you and base the frame size on that. Look at the 
numbers and know what you're comparing carefully !  Seat tube height only 
matters that you have enough, as in it's not slammed to the seat lug. 
Otherwise the fit is all about forward reach and the height of the front 
end and if it allows you to position the bars where you want them. If it's 
too high even with a very(-25/35d) negative rise stem you're at a dead end. 
Same if the front length is insufficent. In those cases you're better off 
with something else.
