Soma just introduced a new Tanaka rack with basket quick-release that might
work for your friend, though it is primarily designed as a front rack, it could
be used in the rear.

that she'd like to be able to install and/or remove the basket at will it left
me wondering what to do. Velcro straps? Leather straps? Riv rainbow straps?
