I've been there, Leah. New bike, winter/awful roads. What I ended up doing was putting the bike in the back of my car and driving to a covered car park 20 minutes from home. I know they have security camera's, but I road around for 10 minutes and then left. That was better than nothing!
I was wondering about the bars and the tilt, I'm guessing you'll end up tilting them down a bit, but I'm sure you'll figure that all out - enjoy.
