Thanks, all. The consensus (and the RUSA requirements) is reflective ankle
bands on both legs and some sort of large reflective device showing on the
front and back of the torso. So my Sam Browne is just the thing.

I carry a good (German spec if largely on the road) battery headlight
backup to an Edeluxe I or a K-Lite (depending whether I’ll be riding off
road) and use 2 red rear lights, either a steady dynamo LED and a battery
blinky or 2 of the first.

I can see the value of reflective sidewall strips, but unfortunately RH
tires don’t have them. My Ortlieb panniers also have reflective patches.
