Generally the way to increase tire diameter for a given wheel size is to 
increase the tire width. Do you have room for wider tires?

It strikes me that using tire diameter to compensate for drivetrain gearing 
seems a bit like the tail wagging the dog. What kind of crank and bottom 
bracket setup does this bike have?
