Low trail and high fork rake is absolutely no guarantee of no toe overlap, especially not enough to emphasize the no. I would almost guarantee from the first picture that unless the front of one's foot remains glued to the front of the pedal like a runner at an Olympic starting block that there would be overlap at low speed.
