I would say that the double top tube is not completely necessary for structural integrity. I would just say it looks awesome! Very unique design, but I agree with newenglandbike that it is like lugs, 650b or moustache bars, Riv always pushes the boundaries of the normal definition of what a bike is. That is why I like them.
