I can't comment on the 50cm Chev, but I have 700x50 tires on my 60cm with a Tektro R559 sidepull in the rear and there's plenty of clearance. Without fenders, I think you'd be fine clearing a 650bx50 on the smaller model. (From my experience, Riv is rather conservative on their max tire size recommendations.)
Not sure what your PBH is but another option would be a 45cm Clem L (48.5 chainstays) which can fit up to 26x2.4" tires with a V-brake or cantis.
