+1 for questioning the wheel size choice. If this is a 27" to 650B conversion, that's a really large jump (630-584=46mm diameter, about an inch in radius). I'd be really worried about pedal dragging. Put the crankset and BB in before you do anything with brakes and see if she's going to be scraping pedals like crazy. I imagine that inch you are dropping the bottom bracket will get made up somewhat with fatter tires, but it would be a shame to 'fix' your brake problem with more money and then find the bike is unrideable due to a too-low BB.
