Nowhere close to your requested miracle, but there is a big (60cm)
first-generation Hillborne on ebay. The seller claims to be a 92PBH, so
the setup would not be a lot different. That's a nice bike for the right
person. It's not a 2TT Atlantis, though.

Fits 1" threaded steerer. 31.8mm handlebar clamp. 80mm extension. 225mm
quill (same length as Nitto Tallux). Almost like new. I inserted it in
the steerer of my Hillborne to just beyond the min insertion line and
tightened the quill bolt, so there are two very slight lines visible on the
quill just above the min insertion line.
Includes the VO cloth bag.

We put together a cloth bar wrapping primer for first timers. It's a bit
different than the Riv method, and involves Fizik Gel. I'd say it's
easier, but more involved, than most methods, just cause we use glue. New
to the shop gal Tikko put the vid together, Candice does the wrapping.

I've been asking people to register their bicycles for decades.
They may not all be recovered, but many are eventually.

This lockdown period is a great opportunity to make a detailed inventory of
personal possessions
and add them to your Homeowner's or Renter's Insurance policies. Insurance
companies love a
detailed list with serial numbers and photos and/or a video to go with it.

with a 31.8 clamp section in black; although this only in the longer 610 mm
length -- but I have a very good pipe cutter.

AT $60, this may well be the place to start, since I could use my current
stem and brake levers.

The Ahearne site describes it as close to the old Cinelli "Priest" or
"Pope" bar*, and I recall that Riv used to sell a version of this, because
(I also recall) I installed one, from Riv, on a mashup City Bike built I
did for my ex on a 49 cm Trek 400 Elance, long, long ago. (Fun fact: I got
a 114 mm -- 110?? -- OL AW wheel into the 126mm OL frame by laying the
frame on its side and kneeling on the right chainstay. As Clouseau said,
"And so the problem is solv-ed.")

switched it back to drops.

Neither. I sold the Leo frameset a while back, but kept the cockpit. I
think my ideal Albastache road bike will take 38s plus fenders. That
machine is on the list...

Jason, you sure do have some great scenery in Vancouver. I enjoyed the ride
shots from Feb. 12 and those snowy pictures are lovely. Your Bombadil fits
right in out there. Vancouver is definitely on my list of places to visit
when travel opens up again.
