FWIW, I'm not sure of too many bike part makers who service/supply parts for things that they sold 12+ years ago.
A number of years ago I had a tandem wheel with one of White's early Daisy hubs that had an issue -- no dice in getting parts. Small makers, evolving designs, and time all make that a bit tough. This issue is not just limited to small makers, though -- the big ones are worse in my experience. Just try getting parts for Shimano gear made just 3 or 4 years ago. ;) Campy historically has been pretty good about supporting older designs, but just went through an interesting experience trying to get some parts to refurbish a set of Campy Record brifters of similar age -- no parts available from Campy, but did find a small shop that had the parts. The good news is that a moderately cared for Phil hub is likely to last for many miles and many years, so not too much of a worry.
