After some research and consultation with John Bennett I have determined (decided?) that the collection of Rivendell catalogs I posted is indeed a full run. In looking at completed auctions, blog posts and completed sales including Bike Tinker's "Rivendell Propaganda" post and sale as well as the Bike Recyclery Riv/Bstone lot, I can't find evidence of catalogs that I don't have.
There are some numbering irregularities that lead to a bit of confusion. The second catalog is labeled Number 3. And it seems the count was lost somewhere along the line. While the most recent catalog is "The twentieth catalog," there are only 18 total catalogs. If you consider my pictures of the catalog run you can disregard the 2018 frames catalog (horizontal layout, illustrated cover). Thanks to all for the help and if anyone has information to contribute or theories to disprove please let me know.
