I thought Tioga made the Powerblock in 26" but Google says "no."

Tioga still offers the 26" City Slicker, at least per their website:

Me, I just ordered a pair of the Lightweight Naches Passes -- yep, $87
each, near twice what the cheap tires on my car tires cost.

+ 1 for a market leader 26" X 38-to-45 mm tire in the Rivendell product
lineup.
