I would recommend posting actual numbers you get with a tape measure for this, that chart is going to be confusing for people.
Center of crank bolt to top of toptube will give the seattube number Riv uses to size their frames. The toptube is mostly level so you can do a real (not "effective") measurement there, center-to-center.
