I just finished doing a mod to the Atlantis relevant to this. My 2001 Atlantis is relatively early, although not the very first batch. Still, it's a 64 cm frame with a 62 cm toptube - quite long! They later changed this dimension to 60 cm on the 64 cm frame. Anyway, my bike seems to have dimension considerations similar to the Foy, so I just put dirtdrop handlebars on it with the dirtdrop stem that doesn't provide very much extension. It could end up being just right (got to ride it now on some mixed surfaces). I'll tell how it feels after a few rides.

Would be easy, and a great looking bike! Just make sure the "effective" or "virtual" top tube length is taken into consideration. They are built a big long to accommodate Albatross style bars. So just figure out the number you need and get that, or get a touch shorter stem than you normally would as well.
