I live SW of Portland, where there are a number of gravel roads. One bike is fendered all year long, and the Quickbeam is fendered most of the time. I don't remove the fenders seasonally - just as I get a whim. I can feel a change-up coming on. The mountain bike never has fenders; getting muddy is part of the fun.
