Normally (& on every Rivendell I've owned) it's parallel to the edge of the non-drive side Bottom Bracket race so it shouldn't be covered by the cable guide. It may however be partially obscured by paint? If it's not there I have seen them on the rear drop out. Some bikes (obscure, low production units) don't have one at all.
