Such design was in vogue in the 80's/90's. That's a track bike, 
obviously, and here is road TT bike ridden by 5 time TDF Champ Miguel 
Indurain, A Pinarello ridden in 1992.  He's 6'2 .

their regular road bike for time trials, though they may have done some 
extreme weight savings measures like drilling holes in various parts.

The only difference nowadayze is that everything for racing is carbon, but 
the premise remains the same , speed speed speed ! ..... minimize weight 
and aero drag. While these designs may appear odd in comparing to a Riv 
kinda bike, a bike is still a bike regardless. We all have our "reasons" , 
none of which are any better/more/worse/less than any other.   As if any 
bike/ride/rider is more/less "special" than any other !  HaH !   Oh yes 
.... listen to the cries .... yes-but ..... yes-but .... oh the yes-buts 
..... yes-but .... So What !    Ahahaahaaha !  ..... and keep a rollin' on 
our merry way ... over hill and over 'dale ..... yonder and hither ....

How many riders of bikes "like ours" can ride 188km on the backroads of 
Colombia and Africa on a time trial bike ?  Imagine the screams and cries 
.... where's my big tires.... where's my long chainstays.... where's my 
upright position .... where oh where is my darling Clementine !  
Ahahahahahahaa !   Mad good riding for sure !
