I bought this bike stand from a seller named CyclingForLess via Amazon for just less that $50: https://smile.amazon.com/gp/product/B0085ADXP6/ The tool tray doesn't sit straight, but other than that, I've used it regularly in my basement for 4 1/2 years without problems.
For a tool wrap, you might consider a protective wrap for photo gear. They're great. It's a padded sandwich of fabric with velcro at the four corners. You put your stuff (lens, tools, whatever) in there and fold it over on itself. I use mine mostly for my camera gear, but often will grab one to protect something that I'm transporting in my bike bag.
