It's tricky, but I've bungeed front wheels alongside my rear rack. Two 
connections on the front of the wheel and one to the towed bike's fork. Get it 
right and it's a trailer (not for riders though)
Unfortunately I've no pictures, but I promise it's a thing. I've also tried the 
upside down kids bike with the top of the bars lashed on top of the rear rack, 
that method makes the pivot a little jumpy, it's nice to keep the headset of 
the towee as low as you can get it for less floppiness.
