I'm thinking of something quite large that sits *on top* of the rear rack,
not pannier-style, and that will work with "generic" racks and not require
something proprietary.

The container will need to hold roughly 2 full paper grocery sacks side by
side (that's an indication of volume, not a description of how it will
inevitably be loaded).

Is there anything on the market like this? If not, I've got ideas about
adapting a milk crate, but I'd be interested to hear others' ideas about
doing the same.

Nope, not sufficient to lash down with rope or bungees or Irish straps; I
am thinking of a forward "loop" to fit over the rack's forward "tombstone"
and bottom "hooks" to slide over the rear of the rack; *then* bungee it on
the sides.

Products? Ideas?
