Of course you can mount it up front, whether or not you like how it 
handles you'll just have to experience for yourself.  I have a Franklin 
custom bike that takes 25-35mm tires and I tried a Nitto double strut 
front/rear rack(a full size Mark's rack essentially) up front and thought 
it would be great, but I didn't like the feeling of any weight up front 
with it so I took it off.  It had nothing to do with tire size, it was the 
geometry and all that jazz.
