Actually, unless we're talking about goathead country or roads
completely covered with broken glass, an uncontrollable string of
punctures points strongly to one of three things: an embedded sharp
still stuck in the tire, causing the same flat time and time again (and
wires are particularly good at this, and almost impossible to find
without a strong backlight and a magnifying glass); defective tubes; or
a worn out tire that's so thin anything can get through.

My very limited experience with tire liners is that they cause more flats than
they prevent. I wouldn’t resort to them before having an uncontrollable string
of punctures and even then, I would consider better tires first.
