Jonathan: I have the same bike, and also have experienced shimmy with the original headset when loaded with rear panniers. Unloaded it was difficult to induce. Moving the load around with 60% front / 40% rear was stable. Others have posted about experiencing shimmy in a variety of situations, with other people never having encountered it. It seems to be an elusive problem.
I installed the Tange needle bearing headset that Rivendell sells, and have not experienced shimmy since then, regardless of where I place the load.
