You might try single pivot sidepulls. I swapped out modern Tektros on my
Riv Road for old (and dare I say it, excessively nice) vintage Dura Ace
sidepulls in order to clear 45 mm VO fenders, and found that they hardly
required dimpling the fenders at all, while the Tektros hit the fenders
even after considerable dimpling. The single pivots stop as well as any
centerpulls I've used (I've not used Pauls; only old ones: Mafac, Weinmann,
Shimano).

Back to 38s: My Ram had ample room for tires labeled 35s, but these in fact
measured about 31-32. However, I could get fenders over them, with careful
mounting (PB IIRC). I'd guess that a similar Ram can take true 35s with
some room to spare.
