Jon, this may be worthy of a different thread, but to answer you here, my wife converted cotton Duluth “firehose” pants to knickers/breeks for me a few years ago, simply by making a cuff for with the right hem length and threading 1” wide elastic through it. Adjust elastic as desired, so you can get it on/off but it stays put, and all set!
