Benz, t's a safety thing and courtesy thing (those might be the same). If someone wants to be inches off my wheel, I want to know they are there and that they aren't going to take silly risks. I've been so close to being rear ended because I got out the saddle to stretch only to find someone running into me.
My feeling is if a person asks first, they have some experience of close riding and I feel I can trust them. At least a call out of "on your wheel" would be polite. I've ridden quite a few brevets and have been pulled along by various strong riders, so I'm not against pulling. But the commute home from work isn't necessarily the right time for a peloton.
