Brynnar asked what the strap is for.  

It's a "john's irish strap" around the front rack and the bars, supporting 
the rack as a safety measure.

Rivendell recommends a bit of redundancy on the very remote chance that the 
center strut of your three-point-attached front rack fails.  If the center 
strut fails, you are virtually guaranteed to over the bars.  It's an 
extraordinarily rare and unlikely thing, but it has happened before, and so 
Rivendell likes to be cautious.  If the center strut fails, the rack will 
wobble about some, and the strap will catch it, and you'll have an 
opportunity to fix the situation without going over the bars. Better safe 
than sorry.
