If der is reluctant from outside, try it from inside, which tends to have less paint. Then (need I say? hope not...) go at it again from the outside. It's an M10 x 1 thread, we have taps, but if it isn't visually thick with paint, just a little, we leave it. In my history, the thinking was that a little paint does no harm, may act kind of like loctite...but one can look foolish arguing that in public. But...I'll note all this to the mechanics, who never rush thru a frame and will be aghast and I hope even insulted unless I present it perfectly,
